Sir,

I have laid before the Lords Commissioners of His Majesty's Treasury Mr. Read's letter of the 8th June last (16704/1912), forwarding a copy of a despatch from the Officer Administering the Government of Hong Kong on the subject of section 4 of the Mercantile Bank Note Issue Ordinance - No.65 of 1911.

In reply I am to request you to inform Mr. Secretary Harcourt that My Lords agree that section 4 of the Ordinance in question requires amendment, and I am to enclose herewith a draft of the form which They suggest the amendment should take.
